Sie sortiert Systeme in inakzeptables, hohes, begrenztes und minimales Risiko, die Pflichten skalieren entsprechend. Sie erfasst auch Anbieter außerhalb der EU, deren Ergebnisse in der EU genutzt werden.
In der Praxis: Ein US-SaaS-Unternehmen, das in die EU verkauft, fällt darunter — unabhängig davon, wo es sitzt.
